Unclear on the Concept

So the University has a system of bike paths and all cyclists on campus are expected to use them when possible. However, the University of Illinois Under Construction then proceeds to go out of its way to obstruct said bike paths, forcing cyclists onto sidewalks (which, I thought, the paths were supposed to avoid) or worse, force pedestrians onto the bikepaths, where they able on as if they belong and almost beg you to schwinn them. Furthermore, the University mantainence staff as well as it's contracted construction workers seem to enjoy parking their vehicles in and across the bike paths. Would I park my bike in the middle of the road? Hell no! Then where do people get off parking cars in the bike paths? By not planning out it's construction programs, the University itself undermines its own safety programs.
